- People don't keep promises or agreements.

- God is angry and wants to see Israel punished for wandering away from her. This is mostly just more misery, although God's hopes for them - loyalty, goodness, and knowledge - are good. But if God really wanted that for them, why would she change her mind when thye didn't act the way she wanted them too?

- Possibly in this case they were genuinely iniquitous. But sending them a war? Killing mothers and children?
